You may want to consider (or maybe you already have considered) a multi-site installation. It allowed Harvard University to operate over 7,000 websites with one installation - a value of over $10 million at a small fraction of the price.

This discussion will look at the use cases for multi site and the variety of ways to implement in Drupal, looking more closely at a solution that uses Organic Groups (OG) for a "one database to rule them all" solution. An approach used by several Drupal distributions, such as Open Atrium, Drupal Commons, and OpenScholar, we will look specifically at the Harvard University case and an internal and external knowledge sharing application for the European Commision.
